What we see in the file is supposed to be the final result on the pcb copper ... Therefore the design in the file should be mirrored, not as it is now.

If you compare the PCB copper with the placement file, you can see that it is mirrored. If you don't mirror the bottom copper then when you etch the board you will effectively end up with the copper on the top layer.

i think it is incorrect. it is a mirror of the correct pcb

The PCB in the zip file is single-sided, so the image is reversed to allow it to be etched at home using nasty chemicals.
