    Great piece of home-made kit there! If anyone with access to Ebay wants to buy a similar thing (US$4 approx.), search Li-ion charge controller. I use it to charge 3x18650 Li-Mn's from an unregulated 12v source (or solar panel). Small enough to fit on the side of the battery holder.

    Yes it is safe. It is so called balanced charger which charge each cell individually...yes there is a variable resistor for each cell to adjust the output voltage. You can also adjust the current output.
    Those 5k variable resistor is used to adjust the output voltage.
