Or you can just use one out of a old Lap Top battery like I did.

Great piece of home-made kit there! If anyone with access to Ebay wants to buy a similar thing (US$4 approx.), search Li-ion charge controller. I use it to charge 3x18650 Li-Mn's from an unregulated 12v source (or solar panel). Small enough to fit on the side of the battery holder.

what serve these Variable resistors? is it for adjust the output voltage?

Yes it is safe. It is so called balanced charger which charge each cell individually...yes there is a variable resistor for each cell to adjust the output voltage. You can also adjust the current output.
Those 5k variable resistor is used to adjust the output voltage.

Li-Ion requires careful charging and individual cell monitoring. You can't just slap a big honkin' voltage on them like you would a car battery.

in post 9 jladre inserted schematic for charger, is it suitable for this purpose?

i did buy this one. low price. remaked it for doing not insert sells, added a cable with connector.

Tested and proven...for 3 batterries in series just dont include the last two..

li-ion sells is not charging in series.

It appears to be 33volt 5 watts , but only use it with an isolation transformer thats a very dangerous circuit feeding a straight 220 volts into it, there are better circuits around
