You sly devil!
!You need to convert that to binary and look at each byte at a time. Each byte, in binary form, is what ends up at the output of the eeprom when that address is accessed. Then all you need to do is figure out which bits do what, example first bit might be transmit, second ch1 sample one third ch1 sample2 etc.
Also those other 2 chips could be this one, the pinout is correct and makes sense. http://focus.ti.com/lit/ds/symlink/sn74ahct00.pdf The no. may not be correct.
An inverting nand gate would be sufficient to convert the sine wave from the oscillator to a square wave seen at the 4040.
