Take for example SEF VLF detech coil for golden mask 4, 10". Bought one for 100 usd 2 months ago from a store, reseller. If you come to an agreement as bulk pricing order of 20 with the manufacturer, even at 2000$ for the whole order without any discount at all you're still good as you still end up with excellent coil quality and not having to worry about the coils. And i think you're going to get at least 20% reseller / bulk pricing discount. These manufacturers do make coils for all brands and models so shouldnt be a problem with customization, (custom specs coils)

Coils are not a problem. Vlf or Pi. Contact any european manufacturer (detech, nel..) and ask for a custom coil, and prepay for 20-30 pieces.

Care to name a couple of plentiful coils? I need monocoils around 600uH.

If you need a mono coil, then the answer is to design for 300uH. There are a bazillion of those.

As long as what you sell is completely non-functional then you are probably OK. But one of the most painful things you can do is build coils, especially for VLF. Instead, consider a design that uses an existing coil, preferably one that is plentiful & cheap.

Certainly it's a pain.

You're only referring to garage shop type operations who sell on places like ebay, right? Are there legal issues with selling it with a custom ready-made coil?

Are you talking vlf or Pi, land or sea, GEB or not,

For kits it would be VLF, land, with auto GEB. For a FCC-certified version, maybe sea as well.

what brings all these things un done is the coil, nobody supplies a coil ready made or parts to make it.
