The 38 khz divide by 8 is 4.75 khz. I think it will not be a problem to find such quartz. You can find 38.4 khz.

No numbers on the cable

It's two cores that are individually shielded. No outer shield.

Just four connections at the connector. Two outer bare shields twisted then wrapped with insulation tape plus the two cores
