I thought I should ask for the value of the crystal. I have had CZ5D scheme and was ok. Values sat as I wrote.

ok. well I checked the schema is correct,it is not a frequency divider (mc14175) but a shift register, and then on my CZ5 something else is wrong oscillator, oscillates at 10kHz

If the crystal mesh and separation, I measured a two oscilloscope at the TX frequency - 5kHz and 15kHz

I'm repairing a CZ5 a friend, tx 80kHz oscillator, mc14175 pin 14 and 10kHz,
cd40175 to replace an mc14175?

the schema is incorrec????
mc14175 is a 4-stage divider, the output frequency is 5kHz to 80kHz input.
The scheme shows a 3-stage divider with 60kHz input and output to 5 kHz, impossible, the output should be 7.5 kHz, with 3-stage divider
