How I can remove the ICs that they were soldered at over of the two sided PCBoard ?

Use solder wick to remove as much solder as possible. Then, heat each pin and wiggle it as it cools down so that the remaining solder doesn't stick.

If you don't care to save the ICs, cut all the leads, then remove them individually.

If not you are able to suck up, exhale Use the syringe and of suitable thickness neddle. Warm with the soldering iron and exhale tin from everyone pin. It is possible to take IC out without any problems. I am applying this method for many years.

Yo uso Mercurio... pongo un poco de mercurio en la punta del cautín derrito el estaño de cada terminal ligando estaño con mercurio... esta aleación queda semi-liquida y luego saco el IC sin dificultades...
Hay que limpiar bien luego de hacer esto...
Tapar la nariz y boca con algo pues los vapores de mercurio son tóxicos o usar extrator de aire.
