Yes its always a good idea to run components within specs so with a typical PI flyback voltage of about ~400 volts 2 or more in series will over come the break down problem,
I find that excessive heat kills resistors , at least with my projects, so building for power so they don't run too hot is also important .

What if i use 0.5 watt 390 ohm 1% resistor for the damping ,is there will any problem? Cant find 1% for higher watt.
